Tinawag ni Gabriela Representative Arlene Brosas na bagong variant ng illegal pork barrel ang kasama sa iminungkahing P5.024 trillion pondo para sa 2022 na maaaring gamitin umano sa eleksyon sa isang taon.
Nakita ni Brosas ang P10 billion na nakalaan sa isang item na Growth Equity Fund (GEF) na nasa ilalim ng Local Government Support Fund na may juridical definition na pork barrel, na dineklara nang ilegal ng Supreme.
Ayon pa kay Brosas, naglaan ang administrasying Duterte ng P10 billion sa GEF, pondo ng executive department para gamitin sa hindi tinukoy na proyekto.
“This is a lump-sum allocation that is open to abuse and politicking if the [local governments] will not be identified,” pahayag ni Brosas.
Sa Supreme Court ruling na isinulat ni Associate Justice Estela Perlas-Bernabe, sinasabing: “Pork barrel refers to an appropriation of government spending meant for localized projects and secured solely or primarily to bring money to a representative’s district.”
“This P10 billion Growth Equity Funds looks more like Greater Election Fund, as it can be arbitrarily used to ensure votes for Duterte and his top bets in the 2022 elections. This is a new pork barrel variant,” dagdag pa ni Brosas.
Noong June 1, nag-isyu si Pangulong Duterte ng Executive Order No. 138 sa pagbuo ng “committee on devolution” na mabibigyan siya ng kapangyarihan sa distribusyon ng pondo na sinasabi ng mataas na hukuman ay dapat ma-remit quarterly sa local government unit.
Nakita ng ilang ekonomista ang kahusyan ng EO 138, pero babala ng World Bank (WB) na maaring masayang ng local governments ang pondo dahil maging ang national government ay hindi gumastos ng sariling mga pondong inilaan.
“Our analysis shows that the significant expansion of [local government] budgets in 2022 may result in greater underspending, unless the ability of [local governments] to effectively spend the additional resources improves,” pahayag sa online ni WB economist Kevin Cruz.
